It is perfectly legal for the two organizations to have a partnership and supportive, symbiotic relationship (ie: the National fund can make a donation to the Foundation and the Foundation is able to award a grant to the National Sorority, as long as they use the foundation funds for charitable or educational purposes). However, due to potential conflict of interest issues, legally the two organizations must be governed separately and can not nor be perceived to direct, guide, or in any way control the activities and decisions of the other.
